Mixed Use Developments
1491 & 1493 Stittsville Main Street
A zoning and site plan application has been submitted for 1491 & 1493
Stittsville Main St., located on the east side of Stittsville Main St., slightly
north of Abbott St. and opposite Manchester St.
The applicant is proposing a mixed-use
development with residential, office and retail uses. The land fronting onto
Stittsville Main St. is proposed to have a 5-storey building with retail on the
ground floor, offices on the second and third floor and residential apartments
on the fourth and fifth floors. The easterly portion of the site is proposed to
have six 3-storey buildings containing a total of 36 stacked residential units.
The zoning application submitted contains a
number of requests including an increase in permitted height for the commercial
building, additional permitted use of stacked dwelling for the residential,
reduced parking on the site and reduced landscape space.

Community Session
I will be hosting the community session on
Tues. Feb. 10 from 7-9 p.m. at the Stittsville & District Community Centre,
Upper Hall, located at 10 Warner Colpitts Lane. This proposal will affect the
current Stittsville Main St. and will set a precedent for future development on
Stittsville Main St., which affects the entire community.
Please note this is purely a brainstorming
session to gather the community ideas; neither City staff nor the developer will
be making a presentation at the meeting. In the future I will be requesting that
an information session be held on the proposal so residents can ask questions of
staff and the developer.

Fernbank Community Design
Plan
TThe Fernbank Community is proposed to encompass approximately 650 hectares of
land between the established communities of Stittsville, Kanata West and Kanata
South extending south from Hazeldean Road to Fernbank Road. This site is located
north of Fernbank Road, West of Shea Road and Iber Road, east of the Carp River
and south of Hazeldean Road.
The objective of the
Community Design Plan (CDP) is to create a blueprint that
will help shape the Fernbank Community as a livable
community with a land use plan, a parks and recreation plan,
an open space plan, an infrastructure plan, and design
guidelines.
During the previous round
of public consultation, the following two options were
presented for the future alignment of Abbott Street between
Iber Road and Terry Fox Drive. Alternative A: a direct but
curvilinear collector road extension of Abbott Street from
its present terminus at Iber Road east to the Castlefrank
Road/Terry Fox Drive intersection. Alternative B: a less
direct and straighter collector road with an approximate
400m offset at the North-South arterial between Abbott
Street’s east and west extensions.
I encourage you to
provide comments as to which alignment alternative for the
Abbott Street Collector you think should be included in the
final plan.
The Fernbank Community
plans will be considered by the Planning and Environment
Committee and Council once the results and implications of
the Third Party Review of the Carp River Restoration Project
are known.

5831 Hazeldean Rd. (Residential
Subdivision)
The applicant has submitted a plan of subdivision and zoning by-law
amendment for their residential development located at 5831 Hazeldean Rd. These
lands are located in Kanata West, south of Maple Grove Road and north of Poole
Creek. It is located in between the Fairwinds south and the proposed Fairwinds
West subdivision. It is being proposed to change the current zoning of Rural,
Agriculture and Highway Commercial to Residential to permit single-detached
homes, semi-detached homes, townhouses, an elementary school and a park. The
applicant is proposing approximately 471 residential dwelling units.

6141, 6181 and 6201 Hazeldean Rd. (Residential
Subdivision)
The applicant has submitted a plan of subdivision for their residential
development located at 6141, 6181 and 6201 Hazeldean Rd. These lands are located
north of the former flea market parking lot and east of Lloydalex Crescent in
the Echowoods subdivision. To the south of this development there is a proposed
commercial development which will front onto Hazeldean Rd. The applicant is
proposing 130 detached dwellings and 42 freehold townhomes. A public meeting
will be held on the future on this development and a zoning by-law amendment
will also be required.

6371 Hazeldean Road (Proposed Townhouses)
On December 7, 2007 City Council approved the application to rezone the
property at 6371 Hazeldean Road from Highway Commercial (CH) to Residential Type
4 Zone (R4) for the development of 31 townhomes along a private road. This
property is located on the northeast corner of Hazeldean Road and Kittiwake
Drive. It is proposed that Kittiwake Drive adjacent to Smoketree Crescent will
provide access to the development, and will terminate in a cul-de-sac at the
east end of the site.

Jackson Trails
The Jackson Trails subdivision development is moving forward with many new

The City of Ottawa is working on the development of the
Jackson Trails Park located at the northwest corner of Stittsville Main Street
and Kimpton Drive. This concept plan provides a combination of active park
amenities, including a soccer field, play structures, and a multi-use court used
for basketball and ice skating. In the design there is also pathways within the
park and existing wooded areas being retained to provide passive parkland. For

33 Johnwoods Street (Residential
Subdivision)
The applicant has submitted a plan of subdivision and zoning by-law
amendment for their residential development located at 33 Johnwoods Street in
Kanata West on the east side of Johnwoods Street and south of Maple Grove Road
in the Mattamy development known as 'Fairwinds West'. It is being proposed to
change the current zoning of Rural (RU) to Residential Type One exception zone
(R1-XX) to permit townhomes, single-detached homes and an elementary school. The
plan of subdivision is proposing 329 residential dwelling units. The townhomes
will be located in the northern section of the subdivision and the rest of the
subdivision will consist of single detached dwellings, an elementary school and
a park.

(Residential Subdivision)
The applicant has submitted a plan of subdivision for their residential
development located at in Kanata West, south of Maple Grove Rd, east of
Mattamy's Fairwinds Subdivision and north of the proposed commercial development
on Hazeldean Rd. Zoning for this land will take place in the new year. There are
approximately 1200 to 1400 dwelling units being proposed which will consist of
single detached, townhouses and multiple unit (stacked) dwellings. For more

Orville Station
Proposed Development (Residential and Commercial)
The applicant has submitted a site plan control and plan of condominium
application for 4 Orville Street and 1531, 1535, 1539, and 1541 Stittsville Main
Street located east of Stittsville Main Street and south of Orville Street.
The proposal is for three residential
buildings accessed by Orville Street for the development of 36 stacked townhouse
units. There are also two mixed-use (residential / commercial) buildings
proposed to face Stittsville Main Street. The existing Stittsville Main Street
building will be retained.

1921 Stittsville Main Street
An application has been submitted for an official plan amendment
requesting the designation of the subject lands, approximately 19 hectares, be
changed from General Rural to General Urban Area. This is being requested to
accommodate a future subdivision of approximately 142 lots for single detached
houses. Immediately north of the lands is a residential urban subdivision, known
as Upcountry, and to the south of the lands is an estate lot subdivision.
Further to the comments raised at the public meeting on
January 28, the applicant has made revisions to the proposed plans. The
revisions include a new road connection to Stittsville Main Street, the removal
of one road connection into the adjacent residential subdivision, and the lots
along the southern side of the proposal have been increased in size.
I will be hosting a public meeting to discuss these
revisions with the Upcountry residents on July 10 at 7 p.m. at the Pretty Street
Community Centre located at 2 Pretty Street.
Councillor Glenn Brooks will also be hosting a meeting in
the future to discuss these revisions with the estate lot residents.
Given both groups of residents have different concerns
with the proposal, we feel it would be best to meet separately with each
affected group; however, both meetings are open to the public.

60 Sweetnam Dr. (proposed Stacked
Townhouses)
Last year the City received a development proposal for stacked townhomes at 60
Sweetnam Drive, located on the northeast corner of Sweetnam Drive and Harry
Douglas Drive. The applicant proposed to develop four, three and one-half storey
stacked townhouses that will accommodate a total of thirty-two residential units
with eight units per townhouse block.
On May 23, 2007 City Council rejected the zoning by-law
amendment application to rezone the land from “Local Commercial” (CL) to a
“Residential Type 4” (R4) Exception Zone to allow for stacked townhomes. The
applicant has appealed this decision to the Ontario Municipal Board (OMB). The
OMB hearing will be on May 12, 2008 and 5 days have been provided for the
hearing.
Concurrently with the zoning application, the applicant
has also submitted the Site Plan Control Application. Site Plan Control is the
process that is used to control or regulate the various features on the site of
an actual development, including building location, landscaping, drainage,
parking, and access by pedestrians and vehicles. Both the zoning request and the
site plan will be dealt with at the OMB hearing.
In preparing for the OMB hearing, the City must hire an outside planner to
represent the City's case at the OMB. City planners cannot be used for this case
because the City's Planning Department supported the application as it followed
the City's Official Plan infill policy.
The City's legal council contacted a total of 12 planning
firms, and all those firms declined the offer. Professional planners will only
accept cases that they believe they can represent given their interpretation of
the City's Official Plan. The recommendation from the City's legal department is
that if 12 planning firms have declined the case, then they will not be able to
find a planner to represent the City Council decision to refuse this
development. If there is no planner to represent the City Council decision, then
there will not be a case to put in front of the OMB for the rezoning proposal.
Therefore, the City will not be able to fight the zoning
request at the OMB. However, the City can still work on the site plan issues
with the developer. The major site plan issues that have been raised by the
community have been building locations, parking, garbage storage, pedestrian
connections and landscaping.

240 West Ridge Drive
An application for a plan of subdivision has been submitted proposing 31
single-detached dwellings and one public street. The site is located on the
west side of West Ridge Drive, south of Abbott Street and north of Deer Run
Park. It is proposed that the public street would have two intersections which
would align with the southern intersections of Eliza Crescent and Greenhaven
Crescent.
On October 24, 2007 City Council approved a zoning by-law amendment to rezone
the land from
Institutional Zone (I) to Special Residential Type 4 (R4-15 and R4-17). This
zoning permits town homes, semi-detached, and single detached dwellings.
Originally the applicant was proposing town homes and single dwellings, given
the community's concern with that proposal there were additional zoning
restrictions which did not permit town homes fronting on West Ridge Drive and I
also put a motion forward altering the original concept plan submitted by the
proponent restricting the development of some town homes siding onto West Ridge
Drive. I am very pleased that the proponent has instead decided to build single
detached dwellings on this land.

6111 Hazeldean Rd The applicant has
submitted a Zoning By-law Amendment for the southern portion
of the property at 6111 Hazeldean Road, which is located on
the north side of Hazeldean Road, immediately west of the
Jackson Trails plaza and subdivision.
The entire subject property is currently zoned
Development Reserve Zone (DR) under the new City of Ottawa
Bylaw. The purpose of the DR Zone is to recognize lands
intended for future development in area designated General
Urban Area in the Official Plan.
The applicant is proposing to amend the By-law to allow
commercial development of this southerly portion of the
site. The proposed use of the site is a shopping centre
consisting of several retail units. A Site Plan Control
application will be submitted in the future and at that time
a public meeting will be held.

6303 Hazeldean Road
Revised site plan has been submitted for the proposed shopping plaza on the
northwest corner of the Carp Rd and Hazeldean Rd intersection. The proposal
includes six retail buildings including a 4,335 square metre supermarket
building and one drive-thru establishment.
The application for the commercial development was
originally submitted in 2006 and some revisions have been made to address
community concerns.

Community Infrastructure
Goulbourn Recreation Complex Expansion
Construction is underway for the Goulbourn Recreation Complex (GRC)
expansion located at 1500 Shea Road in Stittsville. The GRC is currently just
under 60,000 square feet and will grow by approximately 21,000 square feet once
the project is completed in September 2008.
This is excellent news for our community, as
we will now have access to a new meeting hall, a gymnasium, fitness room,
multi-purpose programming rooms and meeting rooms at the GRC. In addition to the
new space, the centre will offer a number of sports and recreation programs for
people of all ages. Also included in the construction plans is my new ward
office and I look forward to having the opportunity to working in such a great
location.

Hydro Ottawa Pole Line Extension
Hydro Ottawa is proposing an above ground hydro line extension along Abbott
Street East and Shea Road to provide consistent and reliable high quality
electrical service safely to the existing and new residents in the Stittsville
area. Hydro Ottawa has received reports in the past from residents in
Stittsville experiencing voltage problems with their hydro service. It is being
proposed that the above ground hydro line on Abbott Street will run on the north
side of Abbott Street East from Iber Road to the Granite Ridge Long Term Care
Facility. Then this line will cross over to the south side of Abbott Street and
continue westbound to the hydro corridor that runs north-south near Carbery
Drive.
Hydro Ottawa’s standard is to install above
ground lines on arterial and collector roads. Hydro Ottawa has established these
standards based on the funds that they have available made by user fees paid by
hydro customers. Abbott Street East is a major collector road defined by the
volume of traffic on the road.
Hydro Ottawa has agreed to work further with
City Staff and myself to determine how funding can be made available to place
these hydro lines underground. Given that these lines will also be servicing new
residents joining our community I will also be in discussions with nearby
developers to see if they will contribute to having these lines placed
underground. Currently an above ground hydro line has been installed along Shea
Road.
Discussions will be ongoing in the next
months to determine what possibilities are available.

Secondary School in Stittsville
For many years now the community has been requesting a public secondary
school in our community. Our Ottawa-Carleton District School board Trustee, Lynn
Scott, has advised that in the Board's capital plan developed approximately two
years ago it was identified that a secondary school in Stittsville is required
by 2010. The Board has indicated that now Stittsville is at the top of their
priority list for new secondary schools.
In the Fernbank Community Design Plan there has been interest by the school
board to develop a public high school in this development. This development is
currently still in the design phase however construction is anticipated to begin
over the next few years.

One of the challenges for the development for
new schools is that the school board is dependent on provincial funding for
school construction. To assist in insuring that this secondary school is built
by 2010 you can contact our Provincial Member of Parliament and the Minister of
Education and request that more funding be provided for the construction of new
schools.

Stittsville Art Gallery
The dream of a Stittsville Art Gallery is moving forward with the creation of
the Ottawa West Arts Association (OWAA). This association has been formed with
residents who expressed interest at the March 6 public meeting I held on the
matter.
OWAA is currently seeking new members to join
the executive to work on this initiative. Executive members are required to hold
a position on the executive or on a committee. If you are interested in joining

Having an enclosed gallery in Stittsville may
be a long-term plan; however, in the interim, the community can use wall space
in the expanded Goulbourn Recreation Complex (GRC) to display art. The GRC
expansion is planned to be open this fall.
A potential art gallery will have a
long-lasting impact on ensuring we have a thriving arts and culture scene
coursing through the Stittsville community. I will continue to post additional
information and future meeting minutes on this section of my website.

Timbermere Community Planting Project
City staff along with local residents have developed a Community Planting
Project to beautify the Timbermere hydro corridor. This naturalization plan
consists of a multi-year community planting project to improve the hydro
corridor by planting a variety of small trees and shrubs within the corridor.
Below you can view the comprehensive naturalization plan. Please note that a
hard copy of this plan is also available at my constituency office.
On May 10, roots were spread in the
Timbermere Hydro Corridor. Through the dedicated work of Kimberly Mantas and
several volunteers, trees, scrubs and plants took root in Timbermere, all in the
name of making the hydro corridor more attractive. The planting took place in
the Timbermere Hydro corridor off of Kittiwake Drive at the south end of the
soccer field.

Transportation Infrastructure
Kanata West Transportation Infrastructure
On June 26 a public meeting was held to discuss the transportation
connections in Kanata West. This meeting was a follow up to a meeting held on
September 18, 2007 to discuss the transportation connections in Kanata West.
The possible closure or redirection of
Johnwoods Street has been discussed but the majority of the community is not in
favour of any change to Johnwoods Street current format.
There has also been discussion regarding the
possible connection of Stittsville Main St to Maple Grove Rd. A further traffic
study has been done on this proposal and it is suggesting that these two roads
should be connected. City staff and the Councillor must further discuss this
proposal and no decisions have been finalized at this time.
